What do you mean?

I think it's just supposed to be ex: /tftpboot/boot/loader.conf
or in your case /opt/boot/loader.conf
(/opt is I think an unwise choice for tftp root dir)

dhcpd config file would help, or at least the global areas and the part 
specific to the test client

did you restart dhcp?
did you enable debugging in tftpd and dhcpd and watch the respective log 
files & syslog to see what the station tries to do as it boots up?
